California resumes medical marijuana ID card trial program

California's Department of Health Services has resumed the medical marijuana ID trial program that it suspended following the U.S. Supreme Court's decision, in Gonzales v. Raich, that Congress' constitutional right to regulate interstate commerce overrides the right of California to exempt medical users of marijuana from federal criminal prosecution.
